Supporting Vulnerable Australians Through Housing

Manly House Foundation Limited is an independent, not-for-profit charitable organisation. We were established to address a critical gap: the shortage of safe, affordable, and accessible housing for some of Australia's most vulnerable people. Our work begins on the Northern Beaches, and we are growing.

We Provide Housing

We lease or develop properties and make them available at subsidised rates to individuals who need safe, stable accommodation — particularly people living with disability.

We Support Independence

Beyond housing, we connect residents with the NDIS, aged care services, employment support, and community networks to help them build more independent lives.

We Advocate

We work with local councils and service providers to create more accessible and affordable housing options across Sydney's Northern Beaches and beyond.

About Us

Why We Exist

Sydney's Northern Beaches is one of Australia's most desirable places to live — and for many people with disability and limited means, one of the most difficult places to stay.

A Critical Gap in Our Community

Rising rents, limited accessible housing stock, and long waiting lists for supported accommodation — including social housing — leave many vulnerable individuals without safe options close to the communities and support networks they rely on.

Manly House Foundation was established by three Northern Beaches professionals who saw this gap firsthand — and decided to do something about it. We provide a practical, transparent model: we lease properties and make them available to individuals in need at subsidised rates, with the gap funded through charitable giving.

We are not a large bureaucracy. We are a small, committed team operating with the directness and accountability that a true community charity demands.

To relieve poverty, distress, and disadvantage by providing safe, secure, and affordable housing to vulnerable individuals in Australia — including people living with disability, the elderly, victims of violence, and those experiencing financial hardship.

The Northern Beaches — a community we have called home for decades

A Simple, Transparent Model

The Foundation leases or develops properties and makes them available to individuals in need at subsidised rates. The difference between what a resident pays and market rent is covered through charitable fundraising and donor support. This keeps our model simple and directly impactful.

Over time, we support residents toward greater independence — through employment assistance, skills training, connections to the NDIS and aged care systems, and access to broader community support. As individuals become more self-sufficient, we are freed to help more people.

Secure and provide affordable accommodation for a small number of people with disability on the Northern Beaches while building the governance and funding foundations to grow.

Our work is practical, person-centred, and grounded in the belief that stable housing unlocks everything else.

What We Do

Affordable Housing Provision

We source, lease, or develop properties and make them available to individuals in need at subsidised rates. The difference between what a resident pays and the cost of providing their housing is funded through charitable donations. This is our core programme — and where donor support has the most direct, immediate impact.

Benevolent Support Services

For residents facing additional challenges, we provide or coordinate: support navigating the NDIS and aged care systems; connections to local health, welfare, and social services; distribution of essential items including food, hygiene supplies, and assistive devices; welfare visits, emotional support, and one-on-one advocacy; and assistance applying for government housing and related funding.

Housing Support and Engagement

We collaborate with councils, developers, and service providers to increase access to safe, appropriate, and affordable housing for impoverished, disadvantaged, and vulnerable people, including people with disability, older people, victims of violence, and those experiencing misfortune. Our work includes improving accommodation outcomes, supporting development consent applications, preparing submissions to Council, assisting with planning processes, to deliver safe and affordable housing outcomes, and highlighting the housing needs of individuals and families experiencing disadvantage in high-cost areas such as the Northern Beaches.

Care Team Training

We train and develop dedicated care teams — both staff and volunteers — to provide safe, compassionate, and effective support to residents. Training covers trauma-informed care, safeguarding, disability and aged care awareness, cultural competency, and NDIS navigation. Our directors bring over three decades of combined frontline disability and health experience to this programme.

A Story of Impact

Our first resident — a young woman living with disability who had struggled to find appropriate, affordable accommodation on the Northern Beaches — moved into a Foundation-supported home in early 2026. With stable, safe housing secured (and largely funded by the Foundation), she has been able to engage more consistently with her NDIS supports, maintain connections with her family and local community, and focus on building greater independence in her daily life.

Tom Oates, Chair and CEO

Tom Oates

Chair & CEO

Tom holds a Bachelor of Science (University of Sydney) and a Law degree (UTS), with over 20 years of professional experience in law and property. More recently, he has become deeply committed to the disability sector, which led him to co-found the Foundation. As Chair, Tom oversees strategic direction, governance, financial oversight, and the Foundation's digital systems.

Piotr Kulicki, Treasurer and General Manager

Piotr Kulicki

Treasurer & General Manager

Piotr holds qualifications in Nursing (New Zealand), Special Education (Australian Catholic University), and a Postgraduate Certificate in Management from UNSW. He brings over 32 years of hands-on experience in the disability sector, including managing group homes and community-based support services. As General Manager, Piotr oversees day-to-day operations and resident care.

Dr Samira Hudefe Bravo, Secretary

Dr Samira Hudefe Bravo

Secretary

Samira is a qualified medical doctor trained in Venezuela, now based on the Northern Beaches. She holds a Certificate III in Disability and has built a career around improving the health and wellbeing of vulnerable communities. As Secretary, Samira manages administration, regulatory compliance, volunteer engagement, fundraising, and donor relations.
